데뷔 앨범 `sorrow`로 깊은 인상을 심어주었던 백지영의 두번째 앨범 <ROUGE> 앨범 발매전부터 많은 관심을 모았던 `dash`를 포함하여 14곡 수록.
2000년 5월 발표한 2집 <루즈(Rouge)>는 더욱 섹시 미를 부각시킨 앨범이었다. 불어로 ‘빨간 색’을 뜻하는 앨범제목처럼 정열적인 라틴 리듬에 관능적인 춤과 노출이 많은 의상이 동반되어 섹시컨셉으로 큰 인기를 얻었다.. 적극적인 사랑 고백에 대한 노래인 ‘대시(Dash)’, 흥겨우면서도 슬픈 느낌을 유도하는 ‘새드 살사(Sad salsa)’ 등이 뜨거운 호응을 얻었다.
타이틀곡인 ‘대시(Dash)’는 라틴 열풍을 타고 빠르게 히트하면서 그녀의 대표곡이 되어버렸으며 데뷔 이후 처음으로 1위를 수상했고 MBC에서는 2000년도에 활동했던 여자 가수 중 유일하게 3주 연속 1위를 수상하면서 정상급 가수로 우뚝 섰다.
